The Algerian cities, like other cities of the third world in particular, did not recognize the negative impact of some of the factors like time and nature and human (together or separately), which imposed on it, the thing that has deprived some of its momentum, function and sense of civilization, but the biggest part of vulnerability Urban voters were tissues of old and historical within these cities.

Like most urban centers of Algeria, considered the center of the city of Tissemsilt of the residential areas of old, known phrase of the problems affecting his physical and functional, and reflected on the lifestyle of its population, which dragged him get messy construction and the spread of image urban distorted architectural heritage of this region, and became with the passage of time is unable to keep pace with developments and away from expectations.

And in order to know the mechanisms to improve the scope of urban and working to develop and maintain this cultural heritage, and in order to contain this phenomenon, we had to push for reform of this situation and this in order to provide amenities to the residents, so we talked about in this study to search for the most important the reasons behind the problems experienced by the center of this city and to subsequently propose appropriate solutions, while preserving the heritage of the old city, which would be consistent with the characteristics and components and is working to develop and upgrade.
