الملخص EN

This study aims to explore the training’s system of the Algerian public administrations through foresight methodology.

For this purpose, the study focuses on analyzing the role of the actors (manager of human resources, training’s responsible, trainers, trainees ) in attaining the training objectives in two public administrations (Regional Directorate of Land Surveying in Oran, and Center of Training on Space Techniques in Oran).

The study uses the method of Actors, Objectives, and force’s reports, it also chooses the period from 2012 to 2021 as the period of analysis.

The study’s results reveal that the technological development is the main determinant of the level of the employees’ competencies.

For adapting to the technological change the employees engage in the training programs, in which they acquire the required skills and capabilities.

The results also reveal that there is a discrepancy between the objectives of the human resources departments and the attitudes of the trainees because the training system is centralized in which neglects the trainees’ needs.

This discrepancy inevitably prevents attaining the training’s objectives.
