The paper explained that the international health organizations develop strategies which may be inappropriate for the peoples of the developing world.

Most of those strategies are controlled by external factors The paper also explained the effect of the complete absence of equity in the distribution of resources between the North and the South.

The paper concludes to the ability of African countries in adopting a self-reliance strategy for Primary Health Care giving an example of the state of Cuba.

Cuba is one of the poorest countries of the Americas but the life expectancy is similar to that of the United States the richest country of the Americas.
