The essence of the research idea is the extent of the international and national protection of the Iraqi coasts and territorial waters during peacetime and during the war, and the impact of this in the absence of effective control of the Iraqi coasts and Iraqi territorial waters, the problem of demarcation between neighboring coastal states, On the territorial waters, has become a threat to navigation, which is a violation of the international conventions ratified by those countries, in addition to the large number of caravans and remnants of war buried in the water since the war in 1980 and so far with the cessation of creations and drilling, This led us to demand the necessity of legislating a law to protect the coasts and territorial waters of Iraq, establishing a council concerned with maritime control, operating in accordance with an internal system that sets out its objectives and tasks, and the mechanism of selection of members according to the conditions stipulated by our applicable laws.
