Construction deeds are considered as administrative authorizations, which permit to individuals to practice the various urban activities on their real estate, the administration can be arbitrary when it delivers these deeds this matter push the head of the department to introduce an action before the justice in order to annul the illegal administrative decisions or the obtaining of a compensation concerning the injury which he has endured, but the important problem which we can expose in the construction deeds actions is to search the formal and the objective conditions in order to accept these actions , because the administrative judge does not examine the objective of the actions until he searches its formal conditions.
