Achieving a distinctive level of university education and achieving the goals of the training of trainers require the concerted efforts of all university personnel as well as the active participation of students, graduates and society.

The study concluded by drawing a clear picture of the reality of the comprehensive quality approach that has been proven effective.

Furthermore, some suggestions have been made concerning the practical procedures and what higher education institutions in our country should do to catch up with some leading institutions.

The Arab institutions of higher education should adapt these experiences according to the Arab environment and its potential, it must apply (TQM) unless they have been through the identified steps for effective, complete and accurate application.
