الملخص EN

This study aims to identity and discuss thcmeanings of the objectives of higher education in relationship to development; to identify and discuss the meanings of the polices of higher education in relationship to development; to suggest the objectives and policies of higher education in close relationship to development.

The descriptive approach was used.

To achicve the objectives of the study, tlie following questions are answered: 1.

What are the roles of the higher education objectives in development before and after the Yemeni Unity? 2.

Arc the objectives mentioned in the Law of Yemeni Universities No.

(18/1995) and its amendments in Law No.

(30/1997), the Law of Higher Education No.

(13/2010) and the Law of Community Colleges Establishment No.

(8/2006) guidelines for the role of higher education in development? 3.

What are the roles of the higher education polices in development before and after the Yemeni Unity? 4.

What are the required objectives and policies to empower higher education to play its positive role in development? The most important findings are: 1.

The objectives of higher education before the Unification arc loose, unidentifledand imprecise which dealt with development on the surface level.

2.

20 objectives of higher education after the Unity, which are mentioned in the Law of Yemeni Universities and the Law of Higher Education that have dealt closely with development,do not exceed 25% out of the total objectives and do not form comprehensive guidelines for the activities of development.

3.

The policies of higher education before the Unification which are in close relationship with development are the policy of admission in university colleges and intermediate institutions, the research policy and particular policies of the state's institutions in different sectors.

4.

The policy of higher education after the Unification is not in public and not aimed to join the universities.

The policy of admission in universities is separated from the needs of development and labor market and it forms a confusing and weakening source for the role of higher education in development.

The suggested objectives of universities and higher education institutions are: to provide chanccs of higher education for individuals according to the needs of development andlabormarket; to develop and verify institutions of higher education and participate in designing policies and plans aimed for development; to increase interest in practical studies and applied research linking them to plans and needs of development; to develop the facultymembcrs, scientists and scholars in the country; to follow the implementation of the findings of research and field studies; to improve internal and external qualification of higher education institutions.
