الملخص EN

The purpose of this study was to identify the obstacles of implementing the organizational and procedural guide for special education institutes and programs as perceived by its workers , and to identify the differences between the responses of the workers in these institutes and programs according to several variables (gender, type of work, specialization, educational institution, training courses).A questionnaire was designed based on the organizational and procedural guide for special education.

It was applied to a sample of 294 teachers in special education institutes and programs in Riyadh city.

The results showed that there were significant obstacles in implementing the provisions of the organizational guide for special education in the institutes and programs of integration in government schools in descending order as following: Evaluation and diagnosis; early intervention; the administrative systems; the evaluation mechanism of special education students; admission and eligibility; educational plans; and partnership between school and family.

There were also statistically significant differences between the responses of the study sample respondents on the obstacles in implementing the provisions of the organizational guide for special education in the institutes and programs of integration in government schools due to the difference of gender, whether male or female, and it was for females.

There were also statistically significant differences between training courses for those who did not receive training courses.

In addition, there were no statistically significant differences between the responses of the study sample respondents on the obstacles to implementing the provisions of the organizational guide for special education in institutes and programs of integration in public schools due to the type of work, educational institution, and specialization.

Based on these results, the study presented various recommendations that can contribute to overcome for the most obstacles in order to effectively implement the organizational and procedural guide for special education institutes and programs.
