In Iraq, there are cultural divisions have had a significant impact on the development and growth of the structure of society and institution-building and the state, and this is because Iraq located on the edge of the desert, which made civilization and urbanization and the state in the case of emergence and decline without a steady accumulation, and from the point of view of Ali al-Wardi, Iraq is located on the largest source of the Bedouin and this is the Arabian Peninsula, therefore Iraq receives nomadic waves one after the other, as it is one of the most Arab countries suffering from the conflict between the values of Bedouin and the values of civilization over several generations.

Therefore, this study comes to discuss the effect of convincing Bedouin and the phenomenon of urbanization on the institutional construction in Iraq.
