الملخص الإنجليزي

The present study aimed to shed a light on an issue that is highly significant.

To be specific, it aimed to shed a light on the guarantees that ensure that the Iraqi citizen shall exercise his political participation right.

It is not enough to have these guarantees governed by legal regulations.

In fact, these guarantees must be also governed by economic, social and political regulations.

In this way, these legislations shall serve as effective framework that protects human rights, including one’s political participation right.

It should be noted that the latter right has been attracting attention on the international economic, political and legal levels.

Such attention has even increased after the human rights acquired international dimensions, especially after the two international covenants and the Universal Declaration of Human Rights (UDHR) were made.

In the light of the aforementioned, it is necessary to create suitable conditions that can promote one’s political participation and ensure its continuity.

That should be donein the aim of promoting democracy and protecting human rights.

The present study is divided into three chapters.

The first chapter deals with the meaning of the expression (political participation).

As for the second chapter, it deals with the legislative guarantees that ensure that the Iraqi citizen shall exercise his political participation right.

As for the third chapter, it deals with the mechanisms of the control enforced over the way the Iraqi citizen exercises his political participation right.

At last, the study’s results and the recommendations are presented.

For instance, it was concluded that the Iraqi constitutions that were in effect before 2003 - i.e.

before the invasion of Iraq - and the Iraqi constitution of 2005 have provided guarantees that ensure that the Iraqi citizen shall exercise his political participation right.

However, these constitutions vary from one another in terms of guarantees.
