Humanity has entered a new phase of the technological development thanks to the scientific revolution in the field of telecommunications and computer science, which, in their turn, contributed to conveying and developing ideas, and shortening distances between countries.

This positive progress has reflected in the judicial field through the rapid activation of judicial procedures, particularly as regards the investigation and trial proceedings through the use of videoconferencing enshrined by the Algerian legislator under the 15-03 law on modernization of justice.

It is, in fact, a new technique that embodied and made important the electronic presence, which would obviate the need for the physical presence of some persons to the investigation or the trial, either by virtue of the long distance of the examining magistrate's office or that of the court hearing, or otherwise, in order to ensure a proper functioning of justice.
