Reflect developments in the law of the sea during the last decade this direction as it is in line with the renewed momentum which was printed capacity building at the turn of the millennium the United Nations Open-ended Informal Consultative Process on Oceans and the law of the Sea "Consultative Process", which was recently established the theme of building capacity within the topics discussed during the first meeting in 2000.

As a result of thediscussion on this subject, the General Assembly, in its resolution 55/7 of 20 October 2000 on oceans and the law of the Sea, which is the first to use the phrase "capacity-building", the special importance of capacity building for developing countries, particularly the least developed countries and small island developing States.

The General Assembly has stressed the importance of capacity building in the contexte of the World Program of Action for the protection of the Marine Environment frome Land-based activities, and recommended further considération of the issue of capacity building during the following session of the Consultative Process.
