There is a need to reconsider the coverage of Zakah and the levels of wealth that oblige the owner to pay Zakah with a view to ensuring equity among Zakah payers.
The author suggests an administrative setup for the collection and distribution of Zakah which is low cost, simple and allows a major role in Zakah administration to the local communities.
Finally the author presents simulated results of the distributive effects of zakah for two economies – one very poor and the other relatively rich - extracting his data from published sources.
This shows a way to planners and policy makers in the Muslim countries.
