Human resources are in the era of technology of information and communication ; real wealth of nations and the basis of creativity and innovation, as distinct from the physical resources of plenty, not scarcity and it’s not acceptable for imitation, this is what drives those responsible to invest in human resources and exploit the best exploitation and the obsevance of good selection and their development on an ongoing basis and permanent.

The adoption of human resources for information and communication technology in local communities about it simplify administrative procedures and practices and performance of tasks in less time and at the lowest possible cost for fulltime to perform more important tasks and provide superior service to the welfare of the employee and citizen alike.

Despite the efforts made by Algeria in order to automate the public administrations, but it did not get to the level of the ambitions of desired because the constraints faced by local communities in the adoption of e-government
