الملخص EN

The audiovisual activity is regarded of one area of the application of the principle of the communication freedom.

Although, The consecration of this principle means the end of the state monopoly regime.

but, the only way to exercise this freedom is creation of a radio or television company.

Audiovisual communication is confronted a set of restrictions for technical and economic reasons in particular, despite the opening of the sector by the texts to private initiative.

If all countries brought limits to freedom of audiovisual communication, Algeria is characterized by an even more restrictive regime, closer to the monopoly system.

The establishment of a regulatory authority called “independent” cannot prevent the intervention of the executive power who remains the principal “regulator” of this activity.

الملخص FRE

L’activité audiovisuelle constitue l’un des domaines d’application du principe de la liberté de communication.

La consécration de ce principe signifie la fin du régime du monopole étatique.

Toutefois, le seul moyen d’exercer cette liberté est la création d’une entreprise de radio ou de télévision.

La communication audiovisuelle est confrontée à un ensemble de restrictions pour des raisons techniques et économiques notamment, et ce malgré l’ouverture du secteur par les textes à l’initiative privée.

Si tous les pays ont apporté des limites à la liberté de communication audiovisuelle, l’Algérie se distingue par un régime encore plus restrictif, plus proche du régime du monopole.

L’institution d’une autorité de régulation dite « indépendante » ne peut empêcher l’ingérence du pouvoir exécutif qui reste « le régulateur » principal de cette activité.
