It is not sufficient for the court to know only the occurrence of the crime so as to be competent in restricting the character of the criminal who has committed the crime and sign the proper penalty that he deserves ,but also to let the criminal case proceed on and be in possession of the court exclusively and according to the procedures which the law has drawn-those procedures aim at activating the criminal case, provide adequate proofs and put them within the disposal of the court with a special consideration to speed and an flexible movement of the proofs in hand without any delay.The court alone cannot find access to certification and discovery of truth without the support of other associations.

The Attorney General is originally free as to activate the criminal case or leave it suspended, and nothing can deprive him of his right except in the case of the being a text in law that restricts it-as he is the representative of the society which requires him to reset the case or prevents himself from raising it, and it is supposed the same thing for the Attorney General in the Criminal International Judiciary.
