Despite the importance of small companies; The problem of finance is a major handicap to their development and growth as banks or other financial institutions do not give them the same attention they give to large firms, especially in developing countries as they do not have an information system capable of assessing the situation of the company and its ability to pay .This increases the risk of banks which prefer to withhold the bank loan despite the guarantees and the modes of support that has been available to small firms by the Algerian Government.

In order to minimize these problems, the state has established several structures and bodies, which have participated in minimizing the problem of finance in the Small and Medium- sized Enterprises.

However, they ignore the follow-up and accompanying side which led to the continuity of the problems and obstacles that threaten the survival of these small firms.
