International terrorism is the most global threat over the history of the international relationships, on one hand, for its universal spread, on the other because of the disagreement on some basic concepts, inter alia the definition of terrorism, distinction between terrorist and movement struggling for the self-determination and combating foreign occupation.

for these reasons, the international community failed to adopt a comprehensive international universal treaty since the thirties of the last century.

the alternatives for these controversial approaches are the intervention of regional organizations and the security council.
