International humanitarian law guarantees legal protection for civil categories during armed conflicts; Among these categories we find children who suffer from various abuses of violence and displacement; murder; rape and recruitment, because of the waves of aggression and conflicts in the states whether international or non-international, so sought various international actors including international organizations to develop and promote legal strategies works to protect children's rights and their dignity in armed conflicts, this paper has reached a conclusion that provide structural and legal framework for the protection of children in armed conflicts require the presence of neutrality in the implementation process in addition to the commitment and seriousness.
