In the last years many Arabic countries including ALGERIA have a serious and a deep debate about humans right .Due to the activities of the lobby of Non-governmental organization .Which pressure Arabic governments throw the international annual reporting mechanism on their human rights situation .in this article We will focus on every activity of" humans right watch "and" AMNESTY "as the principal actors of the deep influence on the reconstruction of the global policy of collective and individual rights in Arabic countries specially the impact on the construction of national laws which have relation with the protection of human rights and freedoms of persons .

And for more clarification the principal critics which are directed by official Arabic institutions and Arabic league as a territorial and governmental organ which represent the collective ambition of the Arabic countries.
