In this research we tried to focus one of the restrictions that the administration has to achieve before entering into a contractual relationship – financial authorization - through three sections dealt with the first section the definition of financial authorization and distinguish from permission to contract, while we devoted the second section to study the availability or unavailability Financial authorization in the validity of the administrative contract The last section dealt with ways to the contractor with the administration of its financial rights in the absence of financial authorization in the administrative contract.
