The administrative field has undergone a major change in the concept of public administration, as well as the work oriented towards the style of service submission, based on the application of the principles of quality, thus depending on new communication technologies and information, especially that the new logic for the administration, suggests that the survival of the organizations required of it an ability to achieve excellence of these performances, from then on the organizations will be obliged to adopt methods that will allow them to adapt with these new data, and this is where e-aministration will emerge as an effective approach to achieve it.

Then a concentrated study came to reveal the importance of the E-Administration as determined and essential to reach the excellence of the level of the performance of the public organizations, through the identification of the quantitative indicators allowing to measure the level of 'influence, this-says level of achievement to achieve their goals.
