Political participation is considered the means of the citizen to make his voice heard by the authority ,besides his choice to whoever undertakes it .

States and societies differ in their practice and the kind of political participation according to subjective and objective variables concerning each person,therefore there are those who chose familiar means of participation while others would chose unfamiliar and even illegal means, and the state keeps to itself the right of pushing people towards this way or another of political participation through using inclusive or exclusive policy .

In Iraq the political authority has its share of pushing people towards either way of political participation which we are trying to analyze here.
