The revenues of non-renewable natural resources provide an important opportunity to advance the economy of countries that resources-rich and bring welfare to present and future generations.

However, the management of these revenues through fiscal policy is surrounded by many challenges, especially in the case of low-income countries.

In tins paper, we try to highlight the most imports ant of these challenges and how appropriate fiscal policies should be designed to address them and exploit resource wealth effectively.

To do that, we discussed the basic principles and rules on which fiscal policies should be designed and implemented, and standards to be adopted for managing resource revenues in low-income countries, as well as appropriate strategies to face the challenges in the short and long term We found that fiscal policies should be designed taking into account the characteristics of the domestic economy-, in particular the absorptive capacity and institutional constraints.

Domestic productive investment is the best solution for the exploitation of resource revenues but is required to be gradually.

Tax systems must also be well designed to take advantage of resource wealth and not affect other sectors.
