Organizations are seeking different types and nature of its activities to develop and improve their performance, and is no doubt that the strategic role of higher education institutions and its close connection to sustainable development issues requires quality output Algerian university and impose management performance searching for effective methods in management to meet the challenges, and need to shift higher education from a standstill to flexibility, and of the culture of the minimum to a culture of excellence and quality.

The TQM a patterns Steering contemporary aimed at continuous improvement to achieve the level of excellence, and that was hiring principles and ideas successfully in many higher education systems in different countries, especially Western ones, contributing applied in achieving the goals without wasting of education and meet the wishes students and the community, and improve teaching methods and means calendar and curriculum design.

Based on the above we will discuss in this presentation the following points: 1)theoretical framework for TQM.

2)the expected goals and application requirements in the university institution.

3)methods in evaluating the performance of quality university institution.
