خلفية عن الموضوع مع استعراض للمشكلة: تفتقر صناعة التشييد في قطاع غزة، وخاصة شركات المقاولات ومدراء المشاريع إلى مفهوم الجودة الشاملة ودور مدراء المشاريع في تحقيق الجودة الشاملة مما يؤدي لخسائر على جميع الاصعدة وخاصة الاقتصادية، بجانب المنافسة بين الشركات مما يتطلب تكييف مفاهيم الإدارة الجديدة مثل استراتيجيات القيادة والجودة الشاملة وإدارة التميز وفق النموذج الأوروبي للتميز.

لذا لتطبيق هذه المفاهيم، من المفيد أن يكون لديك قيادة ذات استراتيجيات لتحقيق الجودة الشاملة والتميز في المشاريع الانشائية.

الأهداف المرجوة من موضوع الرسالة: الدراسة تهدف لتحسين مخرجات مشاريع البناء في قطاع غزة بهدف تحقيق أقصى قدر من الجودة والتميز من خلال استراتيجيات القيادة في ضوء النموذج الأوروبي لإدارة التميز.

أهداف هذا البحث هي تحديد استراتيجيات القيادة في تحقيق الجود الشاملة في ضوء معايير النموذج الأوروبي وقياس إدارة التميز في مشاريع البناء بالإضافة الى تحديد العلاقة بين استراتيجيات القيادة في تحقيق الجودة الشاملة وادارة التميز في المشاريع الانشائية.

طريقة ومنهجية العمل لتحقيق الأهداف: استخدم البحث المنهج الكمي والوصفي لتحليل البيانات التي تم جمعها عن طريق الاستبيان.

تم تصميم الاستبيان لاستهداف المهندسين العاملين في شركات المقاولات المصنفة (درجة أولى، ثاني، وثالثة) والمختصة في مجال الانشاءات.

يتضمن الاستبيان ثلاثة أقسام (المعلومات الشخصية، استراتيجية القيادة في تحقيق الجودة الشاملة، إدارة التميز في ضوء النموذج الأوروبي).

تم جمع البيانات من خلال توزيع 200 استبانة على المهندسين، وتم استرجاع 184 بنسبة (93%).

كم تم تحليل الاستبيان باستخدام تقنيات البيانات الكمية من خلال الحزمة الإحصائية للعلوم الاجتماعية (22.

(SPSS-Vو أخيرا، تحليل البيانات و اختبار الفرضيات و مقارنة النتائج مع الدراسات السابقة، وصولا الى النتائج و التوصيات.

النتائج وإلى أي مدى تم تحقيق الأهداف: كشفت نتائج هذه الدراسة أن مستوى تأثير استراتيجيات القيادة في تحقيق الجودة الشاملة في ضوء النموذج الأوروبي للتميز كان متوسطا وكان العامل الأكثر تأثيرا على تحقيق الجودة المطلوبة هو استراتيجية تدريب وتطوير العاملين.

وأظهرت النتائج أن عناصر التميز التسعة في ضوء النموذج الأوروبي للتميز متوفرة بدرجة متوسطة (الجودة والتميز مترادفان).

كما أشارت الدراسة إلى وجود علاقة مهمة بين استراتيجيات القيادة وتحقيق الجودة الشاملة والنموذج الأوروبي للتميز.

كذلك وجود فروق بين وجهات نظر المهندسين حول استراتيجيات القيادة في تحقيق الجودة الشاملة في ضوء إدارة التميز الأوروبي في صناعة التشييد تعزى لخبرة ووظيفة المستجيبين.

الخلاصة: صناعة التشييد تحتاج للتطوير والتحسين المستمر والتعريف بأهمية القيادة، استراتيجيات القيادة والجودة الشاملة وادارة التميز.

الملخص الإنجليزي

Background and Problem: The construction industry in the Gaza Strip, especially the construction companies and project managers, lacks the concept of TQ and the role of project managers in achieving TQ, which leads to losses in aspects all, especially economic, as well as competition between companies requires adapting the new management concepts such as leadership strategies, TQ and excellence management according to the European model for excellence.

So to apply these concepts, it is useful to have leadership strategies, to obtain TQ and excellence management in construction projects.

Aims and objectives: The study aims to improve the outcomes of construction projects in the Gaza Strip by achieving maximum quality and excellence through leadership strategies in the light of the European model of excellence management.

The objectives of this research are to identify leadership strategies in achieving TQ in the light of European model standards and measure excellence management in construction projects, in additional identify the relationship between leadership strategies in achievement TQ and the excellence management in the construction industry.

Methodology: The research used quantitative method to analysis data that collected by questionnaire.

The questionnaire designed to target engineers in the contracting companies that are classified under a first, second and third class and competent in the field of buildings.

Questionnaire includes three sections (Personal information, Leadership Strategy in Achieving TQ, Management of excellence in the light of the European model).

Data collection through distributed 200 questionnaires on engineers, retrieved were 184 at a percentage (93).

The questionnaire analysed by using the quantitative data techniques through the Statistical Package for Social Science (SPSS) IBM version 22.

Finally, the research analysis and hypotheses testing then comparing results with previous study, and shows the conclusion and recommendation.

Results: The results of this study revealed that the level of influence of leadership strategies in achieving TQ in the light of the European model of excellence was moderate.

The most effective factor in achieving the required quality was the training and development strategy of the employees.

The results showed that the nine elements of excellence in the light of the European model of excellence are available to a medium degree (quality and excellence are synonymous).

The study also noted an important relationship between leadership strategies and achieving TQ and the European model of excellence.

Also, there are significant differences between engineers' views on leadership strategies in achieving TQ in the light of the management of European excellence in the construction industry due to their expertise and positions.

Conclusions: The construction industry needs continuous development and improvement, and the recognition of the importance of leadership, leadership strategies, TQ and excellence management.
