Many questions were raised during the last decades of the twentieth century relating to moral and human dimensions of scientific and technological progress.

Same questions in the beginning of the twenty-first century still found.

This research is trying to offer some moral and human problems associated with scientific and technological progress, the questions concerning freedom of scientists to conduct experiments unconditionally, and charters should be placed between scientist's to select a path and destination research, and to determine the responsibility of these scientists toward human life, and the future of life on this planet which became a small village residents interact together because of the information and communication revolution.
