The local governance is the way the Authority exercises its economic and social resources to reach its development goals, by the application of a range of mechanisms of accountability, transparency , equity and the participation of citizens which as a basis for development, on the other side the Local Governance Barometer is to achieve effective governance at the local level by knowing the perceptions of citizens and determining the strengths and weaknesses of this governance This study aims to test the validity of this barometer by applying it to a sample of the wilaya of Elbayadh by using the convergent validity test and the discriminant validity test to arrive at an appropriate model that evaluates citizens' perceptions of governance.
