The commune is the main territory of the state, while it was therefore responsible for functions and powers in all areas of competence conferred on it by law, it contributes to the state in the process of local development, and out of these functions and powers assigned to it and for the proper functioning of their interests are required to provide financial resources to enable them to do so, because the weakness in their financial resources prevents the municipality from achieving its objectives, and this weakness in these resources because the products of the domain and the products of exploitation must weak and therefore it is necessary to mobilize the financial resources of the commune especially as the diminution of the oil resources.
