The Search goal the reciprocal relationship between strategic planning and improving performance in one of the higher education institutions in Iraq, From the point of view of the administrative leaders of the university by answering the main question of the study: What is strategic planning related to the performance of Iraqi higher education institutions?The study aimed at analyzing and presenting the most important aspects of the Kirkuk educational system and defining the vision for developing the institutional performance in accordance with the criteria and indicators of strategic planning for the fields of institutional work.The researcher used the descriptive approach to identify the reality of strategic planning and the reality of institutional performance at the University of Kirkuk through a questionnaire addressed to the administrative leaders of the university, which contains (95) paragraphs for about (14) dimension.The researcher relied on a sample of (75) of the administrative leaders representing the leaders of the different faculties, relying on the method of comprehensive inventory of the small sample size.The study results show that there is a good level of strategic planning, as well as a strong correlation between the strategic planning axis and the institutional performance of the university according to its organizational structure.
