Since its entry into Algeria on July 5, 1830, France worked on the looting and destruction of land and the seizure of property, following several policies such as a policy of dividing and disintegrating the Algerian society by planting hatred among the Algerians and thus creating disputes.

In the beginning of the 20th century, many scholars and reformers have sought to improve the social and cultural conditions and to overcome backwardness and ignorance.

The reformist ideology in Algeria was influenced by what was prevalent in the Middle East and the visits of reformers to Algeria such as Mohamed Abdou, who spread his ideas among the Algerians.

Also,the regions of the south, including Djelfa, played an important role in boosting the national spirit and the preservation of the national identity.

Djelfa was not isolated from reform through the contribution of its men and sheikhs, including Muhammad al-Rais, one of the reformed shaykhs who lived for their religion, country and language, who had emerged through his educational and social activities.

Muhammad's life was full of science and reform, a life that was all about Jihad and sacrifice.

He spent it for his country devoting all his time and intellectual effort in preaching, guidance and reform.
