The study examined the effects of managerial behavior for reform leaders' on employees' resistance to organizational change.

The study adopted the descriptive and analytical approach through using the case study method; the study relied on the civil aviation authority for representing the case study, since the program of restructuring of civil aviation corporation encountered a lot of employees' resistance.

The study main objective is to diagnose the behavior of the leaders of the Civil Aviation Authority (CAA) restructuring programs and their impact on increasing the resistance to these programs, based on the main hypothesis, which claimed the existence of a positive relationship between organizational and personal factors and organizational change.

The data obtained are analyzed using Statistical Packages of Social Sciences Program (SPSS).

The study main results indicated that most of reform leaders do not adopt suitable administrative behavior, which contributed to increasing the resistance to change; in addition to their weak adoption of appropriate methods to deal with resistance to change, which lead to inadequate outcomes of structural programs.

The study presents three sets of recommendations for top management; the first ones to be initiated during the initial stages for introducing organizational change, the second ones to be adopted before implementing organizational change processes, and third ones to be implemented to break the severity of resistance.
