paradigm of fulfillment liberal democracy since 1990 had imposed unilateral thoughts according to the visions which derived from European states and especially within the hegemony of unipolar by United states of America.

All of states in our world procured the democracy incompatible with the recent values of human rights and democracy, So that the authority has been aiming as comprehensive perception to evaluate the states as soon as free or non-free states indications.

The article had concentrated on various subjects pertaining with the practicing democracy and holding several elections as presidential or parliamentary franchising.

The subjects of our research scattered into many items to recognize between the real democracy and another form of democracy as so - called the hybrid democracy, until to achieve perceptive and knowledgeable participation which believed about assimilation policy to gather all kinds of democracy.

Furthermore, there were different problematic issues appeared during free society of democracy even in the advanced states of the world, because of the corruption matters and unrespect of human rights systems, specifically after the disruptions of emigrations and the challenges of terrorism since 2001.

The developing states became on the pivot brim after increasing attentions about practicing elections and doing too much missions to override the various obstacles and impediments , in order to fulfillment the indications of integrity and real democracy at any period of evolutionary steps in political, economic, security, and social stability.

So that it became very necessary to accomplish all requir'ements of political and constitutional reform to be more prolific than another kind of corrective procedures , especially in the stage of increasing challenges in front of liberal democracy that faced another scene for the future ; without updating its contents and overcoming dimensions of its disadvantages according to the recent developments.

So that , it became very necessary to open futuristic aspects toward new style of democracy ; for preserving all ambitions in different sides of processes democratization that it will have more stability than another previous period in the evolutionary of democratic experiments.
