In the 15-114 executive decree on conditions and modalities of offering consumer loan, Algerian legislator devoted the tutelage of the state on banks in the field of consumer loan directed to financing the sale of national goods.
Thus, he fixed the field of banks intervention in granting this loan, as well in the fixing of the persons number or the definition of loan purpose, the decree define also the limits of banks intervention in the achievement of consumer loan contract, by determining modalities and conditions of this achievement.

La tutelle sur les banques en matière de crédit à la consommation est prévue par le décret exécutif n° 15-44 relatif aux conditions et aux modalités d’offres en matière de crédit à la consommation, quand ledit crédit est destiné à financer la vente de biens de fabrication algérienne.
Le législateur, en vertu de ce décret, a fixé le champ d’intervention des banques pour octroyer ce crédit, aussi bien dans la fixation du nombre de personnes que dans la définition de l’objet du crédit.
Le décret définit également les limites de l’intervention des banques dans la réalisation du contrat de crédit à la consommation en déterminant les modalités et les conditions de cette réalisation.
