Many of the international policies have been concerned with the issue of human rights as a central theme of foreign policy, especially with the spread of American diplomacy in the Carter era.

which was calling for respect for human rights at the international level.

However, the approach of the international foreign policy shifts in relation with the increasing interest in human rights, raises theoretical and practical problems because of the transformations of foreign policy tools and their impact on the principles of the United Nations.

In this context, the article touches upon the most important pillars of human rights in the foreign policy of States, through making these rights in the forefront of politics in international relations and on the basis of international cooperation and decision making, the article also reviews conditionality of human rights in the foreign policy agenda by the rich countries and major financial institutions to poor countries in order to provide their assistance and cooperation limiting the sovereignty of the State in certain conditions.
