It is well known that international responsibility is the result of breaches of international law and its violation, It is therefore important and necessary for us to examine this part in the face of the Security Council trough its inability to resolve the Palestinian issue as one of the oldest international issues still pending today, to reach the possibility of establishing international responsibility for the United Nations embargo after its recognition of the international legal personality, the problem however remains with regard to how this responsibility and the implementation of the obligations of negligence and default by the United Nations will be implemented in a reality that poses challenges that may prevent the realization of that responsibility and the claim of Palestine for the damage caused by the silence of the Security Council and the United Nations for crimes committed by the United Nations Israel occupation forces.
