في عام 1999، أعادت دراسة مخطط شغل الأراضي هيكلة منطقة السكن الحضري الجديدة المسماة "البوني" التي أنجزت بمدينة عنابة خلال السبعينات غير أن المحاولة باءت بالفشل و أسفر ت عن ملء الفراغات المتبقية بين المباني نتيجة المخطط الأصلي المشتت الذي يمثل العمران الحديث.
سعيا منا لتفسير هذا الفشل، تطرقنا إلى دراسة تاريخ عمران المدن لنفهم سبب استدامة الأشكال الحضرية القديمة المدمجة التي تنادي حركة ما بعد الحداثة بالعودة إليها، و مدى قصر حياة المجمعات الكبيرة للسكنات الجماعية و كثرة انتقاد هذه المجمعات لها.

In 1999, the new urban habitat zone of El Bouni erected in Annaba during the 1970s, was covered by a land use plan for the purpose of its restructuring.
However, this attempt failed and ended with a simple intercalary vacuums resulting from the original burst plan that embodies modern urbanism.
In order to explain the reason for this failure, an immersion in the urban history of cities is necessary to understand the sustainability of old compact urban forms which the post modern movement advocates a return and the short life of large sets of group housing so criticized.

En 1999, la ZHUN d'El Bouni érigée à Annaba durant les années 1970 fut couverte par un plan d'occupation des sols dans le but de sa restructuration.
Or, cette tentative a échoué et s'est soldée par un simple remplissage des vides intercalaires résultant du plan éclaté originel qui incarne l'urbanisme moderne.
Afin d'expliquer le pourquoi de cet échec, une immersion dans l'histoire urbaine des villes s'avère nécessaire afin de comprendre la pérennité des formes urbaines anciennes compactes auxquelles le mouvement post moderne prône un retour et la courte vie des grands ensembles d'habitat collectif tant critiqués.
