طلقت الجزائر خطة لاستخدام الأراضي لمدة عقد لضمان التوازن الإقليمي بين المناطق المختلفة.
و نتيجة لذلك، تم غمر البنى التحتية الكبيرة الجديدة، و لكن تم إنشاء سياسات التنفيذ الخاصة بها.
و مع ذلك، فقد لوحظت العديد من الحركات الاجتماعية بسبب عدم قبول السكان المحليين لمشروع حضري أو مشروع بيئي غير منسق.
لهذا، أصبح استخدام الاستشارة العامة، المنبع، التزاما أساسيا.
في هذا المقال، يركز عملنا على تحليل عملية الاتصال و التشاور المعمول بها بين مختلف الجهات الفاعلة الاجتماعية المشاركة في عملية صنع القرار في منطقة القبائل، لا سيما في منطقة البويرة.

Algeria has launched a land-use plan for a decade to ensure a territorial balance between the different regions.
As a result, new large infrastructures were submerged but their implementation policies spawned.
However, several social movements were noticed because of the unacceptability of local residents of an urban project or an environmental project not concerted.
For this, recourse to public consultation, upstream, has become a primary obligation.
In this article, our work focuses on analyzing the communication and consultation process established between the different social actors involved in the decision-making process in the Kabyle region, specifically in the Bouira region.
الملخص FRE
L'Algérie a lancé depuis une décennie un plan d'aménagement des territoires, afin de garantir un équilibre territorial entre les différentes régions.
De ce fait, des nouvelles infrastructures de grandeur ont été submergées mais leurs politiques d'implantation ont engendrés.
Cependant plusieurs mouvements sociaux ont été remarqués à cause de l'inacceptation des riverains natifs d'un projet urbain ou un projet environnemental non concertés.
Pour cela, le recours vers une concertation publique, en amont, est devenue une obligation primordiale.
Dans notre présente Article, notre travail s'articule sur l'analyser le parcours de communication et de concertation établie entre les différents acteurs sociaux impliqué dans le processus de décision dans la région Kabyle précisément dans la région de Bouira.
