In the actual context of globalisation, with the arrival of w hat is called the Digital Economy, and the western countries attempt to set down their superiority' over other countries of which A rah and other developing ones, these are willingly or unwillingly involved to gain as much as put si hie from that event.

They do :strive to reinforce (heir infurmutiunul capabilities in order to close prevailing gaps with the advanced countries, thus achieving highest possible levels of economic, social and cultural development.

However, considering the extremely rapid developments in the field of information and communications technologies, it wvuld be significantly catastrophic for developing as well as for Arab countries in terms of productivity performance and innovation capabilities, if they do not set up an intelligent and well thought strategy.

Thus without serious governments'involvment and firms ‘ engagement and flexibility the risks of failure will be high..
