The authors establish the boundedness of vector-valued Hardy-Littlewood maximal operator in Herz spaces with variable exponents.

Then new Herz type Besov and Triebel-Lizorkin spaces with variable exponents are introduced.

Finally, characterizations of these new spaces by maximal functions are given.
