As long as the succès of modern organizations dépends to a large extent on their response to environmental changes, these organizations have to adopt a set of economic and social strategies to confront a rapidly changing and highly competitive work environment, which is achieved through the utilization of their resources and resources, foremost among them human resources.

These shifts require organizations to rehabilitate the management systems of their various functions according to a strategic perspective consistent with their adoption of the strategic management system, which is one of their sub-systems responsible for the integration of human resources, and their contribution to the success of the strategy, leading to the adoption of human resources management strategies consistent with successive technological developments.
