Since the mid-1980s, the international community has been aware of the need for a combination of political and scientific efforts to solve environmental problems and the concept of sustainable development has become a model for the development of the world, and has begun to replace the UNEP Development Without Destruction programme in the 1970s and the Ecodevelopment concept of the 1980s.

Global interest in the environmental issue culminated with the adoption of the concept of sustainable development on a global scale at the 1992 Earth Summit in Rio de Janeiro.

This global interest in the issue of the environment has been clearly highlighted in the affirmation of the methodology of human development, in accordance with the 1995 World Human Development Report, on the element of sustainability, by emphasizing that future generations will not be harmed either by the depletion of natural resources and the pollution of the environment, because of the public debt borne by subsequent generations or by indifference to human resource development, creating difficult circumstances in the future as a result of the choices of the present
