Abstract EN

The study aims to identify the technical obstacles facing the application of e-management in public institutions through a field study of a sample of educational institutions directors in Biskra, the researcher used the descriptive analytical approach which corresponds to the nature of the study, a questionnaire was distributed to a group of directors, the study sample consisted (74) directors, the results show the following: -technical obstacles came in the first place, as the general arithmetic average of his answers reached (1.70), followed by the human obstacles, mean of his dimension (1.67), then the organizational obstacles with an overall average of (1.33).

as for the financial obstacles, the general average of his answers was (1.67), there are no statistically significant differences between the responses of the study sample individuals, on all dimensions of obstacles to the application of e-management, they are attributed to each of the variable (age, academic qualification and professional experience) in the educational institutions under study.
