The study aimed to know the components of administrative empowerment for educational leaders and its implications for institutional excellence in secondary education schools in the State of Kuwait.

Various phenomena or problems, the study relied on designing a questionnaire form, where the study community consisted of all educational leaders in secondary schools in the Hawalli educational region for the academic year 2020-2021 AD, And their number (96) leaders, according to the Kuwaiti Ministry of Education statistics.

The questionnaire was distributed to all leaders in secondary schools in Hawalli governorate, whose number is (96), and (80) questionnaires were retrieved, the results of which resulted in the overall degree of appreciation of the educational leaders in secondary schools in Kuwait for the requirements of administrative empowerment in light of the institutional excellence came to a small degree with a relative weight (41.0) % ), Where the third field (communication and information flow) and the third dimension (service excellence) came in first place with a relative arithmetic average (54.0% ) with a moderate degree.

While the seventh is self-motivation on the last rank with a relative arithmetic average (35.0% ) to a very small degree, the results showed that there are statistically significant differences at the significance level α = 0.05 between the averages of educational leaders 'estimates in secondary schools for the requirements of administrative empowerment in light of the management of excellence due to the scientific, The proposed conception of this study, through the reality of administrative empowerment of educational leaders in the State of Kuwait, can identify the different relationships between the administrative practices of educational leaders in the State of Kuwait, as well as the variables of experience, qualification, gender and gender.
