Abstract EN

This study examines the concept of doctrinal ends as a complex term, and the meaning of the civil state among the founders of this term in the west and among Arab secularists, and then the Islamists’ view of it.

The study also aims at showing the doctrinal ends consequent to this term .

The study found that the non-Islamists who call for the establishment of a civil state do not differ from their western masters and professors, as they agree to establish a non-religious state.

It is noticeable and worth noting that the concept of the religious state acquired its meaning and content from the Middle Ages, from tyranny, and oppression of the church in the name of divine truth.

This is completely different from the concept of the Islamic state established by the Messenger of Allah .

The study showed that there is nothing wrong with Islamists using the term of the civil state when there is an urgent need, being restricted at the same time to religious reference, i.e.

a civil state with an Islamic reference .

The conclusion of the study revealed the doctrinal ends of the term civil state, which emphasize one fact, that the civil state is based on secularism .
