Abstract EN

This study aimed at identifying the status of the universities performance in the Gaza Strip.

The descriptive analytical approach was used with various data collection tools that included: (406) questionnaires distributed over the study population, among which (197) were received with a recovery rate of (48.2 %).

A workshop was held to discuss the findings and the recommendations of the study, besides interviews with a group of the universities staff who were occupying administrative positions.

The study used SPSS program, where four Academic institutions were selected (Al-Azhar, Al- Aqsa and Islamic Universities as well as UCAS.

The results showed that the performance of the tackled Palestinian universities, according to the views of the employees in the supervisory levels, were in average.

The results also revealed an obvious absence to the role of the Ministry of Higher Education in supporting and following up the universities performance.

The study also recognized the poor role of the Accreditation and Quality Unit, in following up the curriculum and the offered programs.

Additionally, the study showed the existence of partisan disputes and duplication of decision-making that weakened the performance and the following-up between the ministries of Higher Education in the West Bank and Gaza, besides weakness in the participation of both the staff and students in the decision-making process and the poor participation of the local community as well.

Finally, the study recommended restructuring the university performance standards at the ministry, according to the modern requirements, and taking advantage of Malcolm Baldirij new model to improve the quality of the university performance.

It also recommended the necessity of following up the application of those standards by the higher education institutions.
