The research aims to reach that how to achieve Organizational superiority through development of human capital and Belding the culture of employee's excellent performance .

the Ministry of Oil in Baghdad Was selected to applied the field study.

the field research problem was that there are Challenges facing the Ministry of Oil such as Quickly to changes in the external environment and the emergence of the knowledge economy which requires an administration capable of building a culture of excellence in employees performance and Organizational superiority by developing Human capital.

the questionnaire was adopted as a main tool to collect data and information, and distributed to a random sample of ( 86) managers.

The research includes a set of assumptions that illustrate the correlation and effect relationships between variables.

some statistical methods was reached set of results Perhaps the most important human capital is increasing its influence in Organizational superiority through the mediation of performance Excellence' the most important recommendations is encourage innovation and new ideas and experience in the work for the purpose of obtaining new methods to solve problems and develop performance to reach excellence.
