Abstract EN

This paper deals with the first and most important problem which encounters the research on the process of Arab countries' transition to democracy namely the reasons for the phenomenon of Arab exeption or "democracy deficit.

It therefore focuses on the factors that help to get out of this situation depending on Arab particularity or reality, and not only on the basis of theoretical approaches of “Transitology”, which were based on studies of cases in southern and eastern Europe and in Latin America, particularly after the urgent developments in the Arab region and the manifestations of mobility known as the “Arab Spring”.

In other words, the present paper tries to explore new variables that may have emerged through Arab experiments which would contribute to ending the state of exception or to explain the phenomenon of democratic transition in the Arab countries.
