This study dealt with a contentious issue of Islamic political thought that relates to (ways of assigning authority in Islam represented by the head of state), in which she clarified the opinions of Muslim scholars about each method, and their compatibility with Islamic intentions and societal conditions that they were told to accept and reject another method based on The existing Islamic doctrine is a rule that necessities allow prohibitions to preserve the unity of the Islamic nation and the entity of the state The study concluded that the pledge of allegiance is the general basis in Islam for choosing the head of state and his continuation in this position because it expresses the satisfaction and acceptance of the nation in it, to the extent that the Muslim rulers of various nominations were asking the pledge of allegiance from the nation to give legitimacy to their rule, and also found that there are certain controls that come from the Holy Qur’an And the Sunnah of the Prophet regulates the powers and rights of the President, such as obedience and Shura.
