Cultural policy is considered as a template that fused the organizational to embody the cultural project of the state accredited to cultural organizations such as theaters museums and cinema…etc, that allocated considerable possibilities by the state.

however the activities of these organizations are being questioned on comparison to their possibilities although their aesthetic and technical dimensions are difficult to quantify the evolution of the concept effectiveness from achieving goals to the quality of organizational relations…etc, allowed the discovery of indicators of how to measure the effectiveness of cultural organizations.

But the talk about their effectiveness remains incomplete without understanding constraints, so how do socio-organizational constraints affect the cultural organizations ?
